About the Local Highway Authority Collaborative Alliance Toolkit

The Collaborative Alliance Toolkit is a flexible ‘how to’ guide that helps to explain how collaboration between local highway authorities can support greater efficiencies and savings, outlining the systems and processes needed to set up and to operate a successful alliance.

From contracting professional services; to achieving greater buying power through shared procurement; the toolkit provides helpful documents and templates as well as real examples that help to explain the concept to others and to speed up the process of setting up, and establishing an alliance.
 

Why the Local Highway Authority Collaborative Alliance Toolkit is needed

Evidence shows that alliances of local highway authorities can deliver significant efficiencies and improved services.

By working collaboratively with several other authorities for a common purpose, including entering into frameworks to procure common services, helps to achieve economies of scale and bring significant benefits to local highway maintenance.

Drawing on existing networks and practices from authorities that have formed alliances, the toolkit enables fledgling alliances to learn from others, helping them to advance to maturity and to realise the many benefits and new ways of working.
